The game takes place on Rogue Isles. City of Villains at the beginning of the game, players have the option to customize their characters. Included in City of Villains are new outfits, accessories, body parts and heads. Players can also focus on specific areas such as makeup, shoulder width, chests: City of Villains2 There are also five archetypes of villains players can choose from: 

Brute - prefers close combat CoV Infamy
Stalker - can "hide" to increase damage they deal
Corrupter - prefers ranged attacks
Dominator - prevents enemies from moving and attacking
Mastermind - can summon minions of four types
Mercenaries
Ninjas
Zombies
Robots
Players can build up a base on the islands where they can resurrect if they die. There is an invention system where players can create better enhancements, inspirations and salvage. Players can choose to play mission mode or engage in PvP fights. Players accept missions through newspapers, brokers and car CoV Infamy: City of Heroes3 Players can play both games for $15/month.
