When Kingdom takes over a state, there will be an Army assigned to a state and Army Leaders will become the governor. A governor's responsibilities are to defend the state and to conquer the other state for the benefit of his Army and his Kingdom.

Red Cliff will bring you back to the first month of year A.D. 208, the peak period of Battle of the Three Kingdoms where the Wei, Shu and Wu Kingdom aggressively fought each other in order to dominate the middle land.
